Is this scenario Direct or indirect discrimination?

"When Carol informed John, the assistant personnel manager, about what Ian had said, John shrugged hisshoulders and showed her an email from Roger Turner, one of the companydirectors which stated that: “as there is so much unemployment in area, anyfuture jobs should first be given to young English men”

in relation to this scenario“Steven booked an urgent meeting to see Ian Richards, the chiefpersonnel officer. During the course of the meeting, Ian told him that NFLDUwas becoming a real headache, an undesirable expense for the company, and thatin future he was not be allowed any time-off for trade union duties.”

could it come under harassment as well as trade union
