The quote comes at the end of the book, after Dorian's lived a selfish, pleasure-craving life (inc. murdering his best friend).
It's an incredibly deep little line that tags on the end of a paragraph and often gets missed, sadly. It's a quality quote that says enormous amounts about the concepts of justice and sin (as the book itself does actually, give it a read).
