I'm not sure how manufacturers of biodegradable polymers can claim they are carbon neutral and why these polymers and unlikely to be entirely carbon neutral ??

They can claim that the are carbon neutral as biodegradable polymers can be made from plant based substances, so with this the co2 released by using these plants to create the biodegradable polymer is said to have been previously absorbed by the plant when it used co2 to grow in photosynthesis- it's not adding extra C02 into the atmosphere.
Unlikely carbon neutral - doesn't take into account energy to irrigate plants, transport the polymers to power stations etc
, doesn't take into account the energy required to process the polymer- if the energy used to make the reaction go is funded by burning fossil fuels, then that's going to release more co2 into the atmosphere. Whilst it is probably MORE carbon neutral, it is not 100% carbon nuetral
