I'm hoping someone can help me, I don't know if I am overcomplicating this but I am unsure whether this provision is dealing with advancement of education or the heading under advancement of human rights inter alia. Anyone got any ideas?
"£20,000 to be held on trust to promote education about the importance of the Human Rights Act 1998 and to support the campaign for Britain to stay in the European Union"
    Thanks!

I think it can be both, but id say education is primary. You might also want to look at the guidance issues by the CC on the referednum
