My neighbours has recently installed an ariel onto a shared storage building. The wall of the shared storage building runs alongside her garden. The house is a council flat. Does she need planning permission?

That's a tricky one. I'm no expert but I don't think you need planning permission to install an ariel. There's no construction involved and it's not having a big impact on the surrounding area.
That said, as it's a council flat and a shared storage space the rules may differ.

Nope, they wouldnt need planning permission.

How comes? Do you have some kind of grudge against your neighbor?
