I am doing 4 A levels at A2 and have received university offers that specify conditions on 3 of them. It may sound like a stupid question, but can I essentially fail my fourth subject and still normally be accepted if I have met the grades they specified for my other three? Is there some rule that you have to at least not get a U or something like that.

Yes. If you fulfill the requirements of the offer, they have to accept you. It's literally a legal contract between you.
