To what extent was US government to blame for the destruction of Native American culture from 1860 to 1900?

In economic terms, US government can be seen as responsible for the destruction of Native Americans in 1865-1890. Namely through the Homestead Act and other subsequent Acts which forcibly removed Native Americans from their land into reservations. This had a destructive economic effect on the Native Americans as most became poor and often on the verge of starving this meant they were totally dependent on white Americans for food, clothing and shelter. Evidently suggesting US government's role in the destruction of Native Americans

However, the US Government did not always pay on time and these annuities were not much money and so Native Americans were still dependent on white Americans. Thus suggesting US government in 1860-1890 were responsible for the economic destruction of Native Americans
