    Could I add a neighbour as a character reference for my UCAS application? I'm applying as an individual.

    Only if that person is able to comment in detail on your academic ability. If in doubt and you are struggling, contact one of the universities you are considering and ask who they want to hear from. It isn't really a character reference that is required, it's an academic one.

    As Carnationlilyrose said, your UCAS reference isn't a character reference, it's an academic one. Your reference needs to be someone who can write about your academic ability and comment on your suitability for the course. If you're applying as an individual, it's most usual to ask a former teacher or a current tutor to write one.

    If you don't have a teacher or a tutor who can help, and your neighbour has helped you academically this year, they might be better than nothing. Sometimes people use employers or leaders of groups they are members of who can at least talk about their work ethic and general personality. These might be better options than a neighbour.

    If you really don't have a suitable reference, it would be best to contact the unis you're applying to ASAP for their advice.
