I know the loan is 'upto £10,000', but are there criteria for how much I am eligible for? I would like the full £10,000, but my course fees are only £7,700. I could do with the extra for living costs. Am I eligible for the full amount? My course is a full time normal masters degree.

Yes - the "up to" is because they think some students won't want to take out the full amount (and people on 2 year or part time courses can only get half that amount for each year)

    Hi

Everyone who is eligible for a Postgraduate Loan will be able to get up to £10,000. It’s a contribution towards your course and living costs so we won’t look at how much your fees are. You could choose not to take the full amount but you can borrow the full £10,000 for your course.
