When is the right time to apply ?

Hello
i am an EU student coming to England to study on September.
I just firmed my conditional offer and i wonder when should i start applying for tuition finance. I probably will come to England 10 days before the course starts considering i already have found my accommodation.
I know that i have to send the form by post with all the documents but i don't have a national ins. number yet or a bank account and of course i don't have a secure place in the uni.
I just want to be prepared because i won't have much time after August .
