    Hey guys, don't wanna waste anyone's time so I'll put it simply. Might even sound like a silly question but it would considerably affect the structure of my essay. So here it goes.

    The question is the following
    “The pressurein IntellectualProperty Law is for both legislation and jurisprudence to strengthenintellectual property rights, which unjustifiably restricts the innovative andcreative activities of others and is also often at the expense of the generalpublic interest.” Analyse the extent to which this statement may betrue.
    Do you interpret it as:
    1)IP law as it is unjustifiably restricts the innovative ..... , thus why there is pressure to strengthen it
    2)Strengthened IP law will unjustifiably restrict the innovative.....
