    A138 - Queen’s Speech Amendment

    This House would amend the Guidance Document as follows:

    Replace the following in point 5 of the section entitled “General Elections”:

    Day 21 - The speaker formally declares parliament open and announces details of parliament's expiration date.

    with the following:

    Day 21 - The Speaker formally declares parliament open, posts the Queen’s Speech and announces details of Parliament's expiration date.


    Add a new subsection entitled “Queen’s Speech” to the section entitled “Procedures”:

    1) During the week set aside for coalition negotiations, all proposed governments should compile a Queen’s Speech.

    2) This should consist of no more than 600 words, and should set out the general policy position and plans of the government.

    3) The Speaker will post the Queen’s Speech in a separate thread at the same time as the State Opening of Parliament.

    4) Debate continues on the Queen’s Speech for six days.

    5) There is no voting on the Queen’s Speech.


    Notes
    Currently when a coalition government forms, other parties have little idea of what policies have been agreed behind closed doors. Manifestos are of less relevance when a party is not governing alone. A Queen’s Speech would allow an incoming coalition government to set out their joint position briefly, and allow for a subsequent debate on the policy direction of the new government.
