Can I just check I've got this right?

Since 1 September 2013 has either your: parents, step-parents or guardians, husband, wife or civil partner lived or worked outside the UK and Islands or, in the case of an EU, EEA or Swiss national outside the EEA or Switzerland?
My mum is British but acquired French citizenship through marriage (although now divorced) and lives in France. I take it she is then an EU national (but a UK national is a EU national?) and therefore I don't need to say 'Yes'?
