Copper comes in oxidation states of +2 and +3 like iron. So the II just shows its copper with oxidation state +2 involved. So yeah, same thing.

Copper comes in multiple oxidation states so copper (ii) sulfate clarifies which copper sulfate you're talking about (copper (i) sulfate, i.e. Cu2SO4 also exists). In practice though, Copper sulfate would normally refer to copper (ii) sulfate since that's by far the most common one.
