    The arm is 2/3 triceps and 1/3 bicep. It would be safe to say that the triceps, naturally, will be stronger than the biceps.

    Because Triceps are bigger than biceps, so they are naturally stronger. You also use them more in every day life.
    The only reason why most people don't notice it, is most people in the gym focus too much on getting bigger biceps. Hence in that situation the biceps will be stronger than the tricpes.
