In the CGP book for ocr A2 biology it called a repressor protein a transcription factor when explaining the lac operon. but the lac operon is used in E.coli which is prokaryotic, and transcription factors only apply to eukaryotic organisms?

Transcription factors are present in all organisms, both prokaryotic and eukaryotic
