In some cases yes, in others no.

One of the biggest hurdles to overcome with science is the way in which it is presented to the public. There is a drive to improve the communication skills of scientists in order to articulate the issues facing the world. Like climate change, nuclear energy etc.

Part of that starts with assessing the writing skills of future engineers and scientists, hence the essay type questions and marks for presentation and good communication now appearing in examination papers.

If it doesn't state that the 'quality of written communication will be assessed', then you can.
You can use bullet points or mathematical notations to answer such question.

With some questions that can have long winded detailed answers, it can be easier to answer in bullet points, and the even better news is that many examiners prefer it, it means they don't have to rifle through information that could be waffle, but instead can just tick each bullet point for a mark
