Pakistani lawmakers had to withdraw a bill aimed at curbing the practice of child marriage after a prominent religious body declared the legislation un-Islamic.
The bill, which proposed raising the marriage age for females from 16 to 18, also called for harsher penalties for those who would arrange marriages involving children.
Clerics on the council object to minimum age requirements, arguing instead that an individual can marry once reaching puberty, which can be as early as the age of 9.
These are the same people who want DNA evidence to be excluded from rape trials (instead bring back the islamic law that needs 4 witnesses) and who declared a domestic violence law to be un-islamic. How can they be so clueless on islam when they are the heads of the islamic council? Do they really think a real muslim would marry or rape a 9 year old or that he should be allowed to beat her ?

Nah for rape trials, you don't need four witnesses. The four witnesses thing only counts for (mutual) fornication and adultery.

In cases of rape, any concrete evidence would be used to punish the rapist; it's a grave sin as well.

Btw they're not talking about nine year olds; they're talking about increasing the age of marriage to 18 rather than 16.

You should read the links a bit more carefully. The bill seeks to punish those who arrange marriages between children. It also seeks to change the minimum age of actual marriage from 16 to 18.
