    Pretty much.
Depending on what you are trying to achieve you might also have to remove preferences etc

But yeah dragging to trash (and emptying the trash) is usually sufficient.

You may have to delete some program files from application support.

When you drag and drop an app to the Trash, you aren’t actually delete it - you leave a few tons of associated files, like app's caches, preferences, other leftovers and apps junk.
When you want to delete an app you have to go over each of these folders one by one:
    1. Binary and dock icons are located in /Applications/
    2. Application support files are located in ~/Library/Application
    3. Support Caches can be found in /Library/Caches/ and ~/Library/Caches
    4. Plugins are located in ~/Library/Address Book Plug-Ins/
    5. Library can be found in ~/Library/
    6. App preferences are located in ~/Library/Preferences/
    7. Crashes are found in ~/Library/Application Support/CrashReporter/
    8. App saved states are located in ~/Library/Saved Application State/
