    ...and then when she calls him out on it, he says that she's "reading too much into it" when she definitely isn't. And then he continues to flirt with her every time he sees her. Is it a power thing?

    It is most likely a power thing and I am afraid men and women are both guilty of this. I have a friend who does things like this to women to "wind them down" so they compete to get his attention.

    Maybe it is worth suggesting to the girl just to say 'ha' every time he tries to flirt until he gives up.

    Agreed. This happened to me they don't really like you but they like the attention. It's the selfish ego.
