I'd say either of them challenging for the title depends on who stays and who goes under Mourinho and Guardiola. Guardiola may lose the likes of Silva and Toure because they don't suit his style of play. For Man Utd it's not so much who they lose, but who they can bring in.

To be honest, I actually don't think so. You're talking about both a club and a manager for whom it's becoming increasingly apparent that their Golden Ages are behind them. That's not to say that they won't see some success, I wouldn't be surprised if Mourinho won a league title and a few cups during his stay (Mourinho has never stayed anywhere longer than 3 years), but he won't restore Man Utd to the old all-conquering days.

Plus there's Mourinho's general short term-ism, while United's main strength at the moment is its young players who need a more long-term vision. Someone like Rashford who won't be at his best for at least another 5 or 6 years will find Mourinho has little interest in him, as he has no plans to be around by the time Rashford is his best first team choice.

I think it's more of a PR statement by the Man Utd board in reaction to the appointment of Guardiola. They want a big name that will bring in players now that United's brand name advantage, which has historically been huge, is fading fast.
