My daughter dropped her text sheet on the floor and the invigilator said she couldn't have it back as it could be deemed as cheating. Is this right? Could she appeal?

The text sheet shouldn't have any notes on it, so she should have just been given it back.
I guess you can appeal.

As long as it didn't have notes or anything on it I can't see what the fuss is about
