I have completed one year of my level 3 B tech extended diploma in IT (equivalent to 1 and a half A levels) I would like to progress to do a foundation course at a university but I was offered a HND/FDN degree instead. The point of entry was year 1.

Is it possible to skip year one and enter year 2 instead because I've already got 1 and a half A levels??

A HND or foundation degree (not year) is a level 5 course, which means the 1st year is normally equivalent to the 1st year of university anyway.
