Part-time MA Funding Scottish student

Hello,

A quick question about funding...

I have recently been offered a place on a 2 year (online/part-time) MA at the University of the Arts London.

I am Scottish and live Edinburgh. SAAS have just informed me that as the course is part-time and outwith Scotland they will not grant the £1,700 per (academic) year loan.

As I am not English and don't live in England (also, I will be based abroad for the majority of the MA hence the online mode), am I excluded from applying for a postgraduate loan???
