Is it illegal to replicate private data using public data?
Is there any fine line to say what would be considered legal or illegal, for example replicating someone's personal email address isn't anywhere as bad as predicting someone's password (from using public data)

You really need to explain your point in more detail. It is very unclear. What is it you are doing and why?
There are various laws dealing with Data and it's misuse. Tiger rag has pointed two possible pieces of legislation in the DPA and the CMA, but its impossible to say until you give more detail.
