GCSE grades

Do you think universities will more likely look at people's GCSE grades because most subjects in college are going linear or will universities ignore them (except for Oxford/Cambridge)?
My Sister applied for Oxford and Cambridge and got rejected due to these issues.. Her GCSE's she got 6A's and 4B's no A*s.. But as for her A-Levels she managed to study hard and achieve A*A*A and she still got rejected... This is due to GCSE Results, so try to achieve the best GCSE's
