So art foundation is counted as further education not higher so no student loans are available. However it's a full time course , so would be difficult to get a full time job to cover living costs. What i'm asking is : is there anyone out there that has moved from home and been able to do an art foundation course with little to no financial assistance from parents. (doing an art foundation in the local area / staying at home is not an option) please help

You'll be eligible for income support if you're living away from home, under 20 and in full time FE level education
https://www.gov.uk/income-support/eligibility (although you may have to apply via universal credit depending where you live). If you're able to get income support then you may also be able to get housing benefit to cover rent costs.

Also speak to your course provider - there are sometimes bursaries available for people without other support available.

Finally have a look through https://www.turn2us.org.uk/Find-Benefits-Grants (for both your home postcode and where you'll be moving to) and see if there are any grants available to you (filter for students and artists as occupations to find specific educational grants). For example something like http://www.hkf.org.uk/hkf-awards/bur.../who-can-apply would likely apply
