    V978 – The Value Added Tax (Amendment) Bill 2016 (Second Reading), TSR Green Party
    A BILL TO

    Extend the lower rate of Value Added Tax



    BE IT ENACTED by The Queen's most Excellent Majesty, by and with the advice and consent of the Commons in this present Parliament assembled, in accordance with the provisions of the Parliament Acts 1911 and 1949, and by the authority of the same, as follows:-

    A. Definitions

    1. ‘Value Added Tax' shall mean that as defined in the Value Added Tax Act 1994, as amended.

    B. Extension of Lower Rate

    1. The lower rate of Value Added Tax shall be extended to the following items, where Value Added Tax applies presently:
    • a. Pedal Powered Bicycles
    • b. Insulation for houses, flats and other domestic dwellings
    • c, Repairs and renovation to houses, flats and other domestic dwellings, which shall include but not be limited to the replacement of windows, replacing damaged or missing roof tiling, repairs following flood, fire or other storm damage.
    2. Where any item of the above is zero rated as at 1 April 2016, this will remain so.

    C. Title and Implementation of Bill.

    1. This Bill shall be known as the Value Added Tax (Amendment) Bill 2016
    2. This Bill will take effect from 1 April 2017.


    Notes
    The Lower Rate of VAT currently applies to a number of items including energy bills and is 5%.

    Changes from First Reading

    1. Greater clarity as to repairs and renovation
    2. Revised definition of VAT
    3. Zero rating still applies where currently an item is so zero rated.

    This bill would have unanimity in passing if the TSR Lazy Party decided to listen to the calls for this bill to have its costs calculated.

    Really would have liked to see it costed... even just some rough numbers. But also aware that if the bill fails the Speaker may not allow a similar (better put together bill) during this term. Tricky, tricky.

    Saracen's Fez If this bill were to fail, how different would a bill have to be to this one (say another bill incorporated elements of this bill) to be allowed this term?

    The costing according to convention is almost certainly not needed, regardless, it is somewhat lazy and after criticism that things were added that are on the nil rate or are exempt were initially included I would like to have also seem some proof that these things are already on 20%

    If the remember correctly a is on 0%, b is on 5% and c is on 20%.
