For the complex ions, which transition metals form a tetrahedral shape and which form a square planar? I get that it's only coordiantion number 4 (e.g with Chlorine) but sometimes it is tetrahedral, sometimes it's square planar. Is it just Copper that forms tetrahedral, and the rest square planar? Thanks

Cisplatin is square planar and then copper and cobalt chlorides are tetrahedral and those are all of the ones that you need to know.

Any chloride complex(aside from cisplatin as mentioned) will be tetrahedral in shape as a chloride is a relatively large ligand when compared to a hydroxide or a cyano ligand

Depends on a lot of factors. Calculating crystal field stabilisation energy and considering sterics will give you a decent idea.
