I am a 16 year old male, with a height of 5 foot 5 inches and a weight of 14 stone 3 pounds (BMI around 33) I have always had a 'pudge' as a belly since I remember, but I am at least 4 stone higher than most of my Year. I have been cutting down on anything that could have a fat problem and exercise, but I cannot ever shift this. Any idea's on how to? It honestly depresses me.

You arent losing becayse you are eating more than you burn.
Weigh your food with a scale, log it and aim to eat 500 calories less than maintenance. For you that would 2400-500= 1900 target for 1lb a week or 1400 for 2lb a week..
If you are at a deficit with accurately recorded calories then you will lose over time. If you arent losing over time its because you arent at deficit.
Move more and do some exercise, mixed weights and cardio.
Eat more nutritiously.
