I was always very creative my entire life (an excellent artist and interested in graphics, the way things appeared on products and also marketed from childhood).

I got pushed down the academic route and dropped art before GCSE and got AAB at A-level, but always declined to study at uni - because I think I always deep down knew that I wanted to take the creative route.

I've finally decided to do it, but I'm 27 years old now (and wouldn't have my degree completed until I will be 31).

    Is it too late?

I've read threads on here where people have thought they were too old at age 20 to take it?

What are the things that could set me at a significant disadvantage at my age?

    Any advice appreciated

It is never too late to get a new hobby, or go to university. You're never too old for a degree. I'd say go for it.
