    The busiest motorway in Britain could be converted into a double-decker highway to relieve congestion.

    Radical proposals could see extra raised carriageways built above the worst stretch of the M25 – dubbed ‘the road to hell’ – similar to those seen in major US cities.

    The 24-mile stretch of the London Orbital motorway, running to the south-west of the capital, is renowned for painfully long queues of traffic. It connects Heathrow airport with the M40, M4 and M3, reaching six lanes in both directions at the widest point.

    The road to hell is paved with good intentions.

    We will soon need 3, 4 or 8 decks. Eventually the M25 will tower above the country, visible from Cardiff and Belfast.
