    You could've mentioned about US marshals , sheriffs , gunmen on railroad, laws... To be honest the us government didn't really do LOADS in attempting to stop law and order

    Yeah and judges. I know that in mining towns the judges normally allowed miners to decide the punishments to those breaking the law, hence another reason why law and order was quite bad back then ........
