    Well I think there are two routes for this. First one is that 3 has the condition but som of his daughters don't. so it cannot be carried on the X as the father would have passed on this X to his daughter and so, since its dominant, the daughter 9 should have it.

    Another route is with 1 and 2. 3 gets his X chromosome from 2 but 2 doesn't have it do must not be carried on the X.
