The application procedures are detailed in the respective prospectuses, which can also be found online.
Both institutions focus upon two items in particular: academic performance to date and academic references, with the latter being especially important; there are no interviews at this level. In addition to these two elements you'll need the patience of a saint; the process does drag on for several months.
Moreover, the competition is quite stiff. I haven't seen any figures but logic dictates that conclusion; on the B.C.L., for example, there are applicants from all over the common law world (England and Wales, USA, Canada, Australia, New Zealand, etc) fighting for 65 places. I think that Cambridge attracts over 1000 applicants for its LLM.
Having said this, so long as you have a relatively strong academic record and don't mind the wait, there is no reason not to apply and, unlike at undergraduate level, you can apply to both.
Hope this helps.
