    Those who commit the crime are punished, but so are those who are supposed to protect but fail to do so (police, child services, doctors etc.), leading to said crime being committed.

    So theoretically shouldn't France be warned and then booted? Or, assuming no one will ever be expelled from a tournament let alone France or hosts, get a really big fine and a ban from hosting future tournaments for a couple of decades?

    These acts are going to be humiliating for UEFA and FIFA and the French are letting flares and fireworks in the stadia, so what's stopping a bomb?

    The lack of security is a disgrace imo, especially when put into the context of the terror threat France is facing at this time. They should be embarrassed.

    I went to the Euro U21 final last year and there was no way you'd be getting flares in. Everyone was patted down by a steward and all bags were searched. Then inside the stadium there were stewards for days. Fair enough it was a smaller more manageable crowd but you'd think that would be standard procedure for events like this these days. Olympic security at 2012 was unreal too.

    yeah I thought this, Croatia is punished for the actions of a tiny minority of fans which A) They have no control over realistically and B) May not even be Croatian, anyone could get tickets in that end.

    But the French who;s security it is aren't mentioned? I thought in the Prem if there was a pitch invasion the club who's ground it is gets it in the neck as well?

    As said above though, what's stopping something worse? Thing is if you can get a dozen flares in, you can get a dozen pipe bombs in, now imagine if a group from the upper row threw a dozen pipe downs down into the lower stands? Absolutely mind boggling and it clearly could have happened.
