I am sixth form student who's been living in the UK for the last 5 years, I intend to start university in September of 2017, however, I am concerned due to the fact that now that the UK will leave the EU in the next 2 years, my question is how much will the fee be for me if I am starting in 2017, will it be the standard £9,000 or the international fee? Thanks in advance.

Worst case scenario - for ~£1000 you would be able to apply for british citizenship based on your residency which would mean you'd be eligible even if the UK has arranged to leave the EU by this time next year (https://www.gov.uk/becoming-a-british-citizen). That rule isn't going to change - you've lived in the UK for 5+ years and will be able to get full funding through that route IF necessary.

The SLC have confirmed that students starting in 2016 will be funded for the duration of their course. Unfortunately until the government get their act together there's no guarantee either way for students starting in 2017. The 2 year timetable looks like it is getting longer and longer at the moment and I wouldn't be surprised if it ended up being delayed permanently - but even if not there's a good chance that in 12 months time the government and SLC will confirm funding for the duration of any degree started in 2017 as well (if they haven't got far in the negotiations at that point then they'll generally chose to reassure than to risk putting students off).
