IB - Geography - Extended Essay - Freaking out!

Hi I'm in the summer break trying to work on my EE, which is in Geography.My research question is:
What means of environmentally sustainable policies has the Swedish city of Malmö implemented for it’s citizens to minimize the production of carbon dioxide compared to the (English city of Birmingham)?
I believe this questions has a lot of potential, however I do not know what to compare Malmö to. I know that I want to KEEP Malmö in the equation as it is where I live and I can gain local knowledge by visiting places.However... I want the other city I compare it to, to be significantly different so that it not only becomes more interesting but will allow for a much better sort of compare and contrast essay.

Can anyone please give some feedback to my question, regarding if it's too vague and suggest a city I should compare Malmö to? Bless you!
