    Hello guys. Sorry for asking this here. I got an conditional offer from university of birmingham. It's not really conditional as the only step to get unconditional is respond to the offer.

    I'm applying for a scholarship offered by the government of my country. In order to apply for this scholarship i need to obtain an unconditional offer from one of the best universities in the world.

    I need an unconditional offer in order to apply for the scholarship. But I'm afraid that if i accept the offer I can't decline it later, even if i don't get the scholarship. What do you think?


    It goes like this:
    Respond to conditional offer -> get conditonal offer -> Apply for the scholarship.

    I may not get the scholarship you know. So in case I don't win the scholarship, can I decline my place in the programme?
