    Of course he can, although the circumstances that a boy is raised are the bedrock for a mature/maturish man. In fact only when one discovers themselves and accept their flaws as well as their traits can they then call themselves men.

    all in all, its what you've been through that actually grows up a boy, although with proper guidance a young boy can avoid stumbling over difficulties to learn how to be a man.

    Unless, they're completely isolated from any form of society, then I don't think they could be a man, as they never had the chance to be a boy.
