I've been thinking about this for a while now, everyone I ask does not have the answer.

If a brand new, say high school, opens in an area. That new high school is set to open in September. Will that high school start admitting people from Year 7, or open to all year groups. i.e the first year of that high school being open will only have 1 year group which would be year 7s. Anyone got any answers?

They usually just admit people from Year 7 - I've never heard of a new school admitting all year groups.

Oh right, so the school will just be filled with Year 7 students for the first year?

At the beginning they will only have one year which will be the year 7s.
