    Looks like damage limitation to me. It just ensures that in the interim of the UK leaving the EU, the same Ts and Cs are applied to the UK until something else can be worked out. In other words - nothing changes.

    Except the Republicans genuinely want this, the Democrats, well, they're doing a good job of showing they want it, it's not like their president is doing nothing and their presumptive nominee isn't saying anything either.
