Re-applying for 2nd year

Hi there, I'm trying to apply for student finance for my second year as an EU student however the GOV.uk site says "There are currently no undergraduate applications available". Do you know why this is and how I can actually apply?

There are no online applications for EU students (unless you meet the residency rules to apply for a living costs loan as well as a tuition fee loan).

You need to complete this form: https://www.gov.uk/student-finance-forms/y/eu-full-time/year-1617/continuing-student
