    If he has his parents' permission, then yes it is of course possible. If he lives abroad then he may not be eligible for UK student loans though. Not worth it in my opinion.

    Yes it's possible, but we need more context. Where is he moving to? Who would pay? Where is he from?

    He is from the United Kingdom and his mom would pay or he would find a job there when he is 16
