Could I get onto a Maths degree with Maths, Further Maths, Physics and STEP but without the Physics practical endorsement?

Most universities say they want the practical endorsement but it isn't clear if they mean for practical science subjects or them all...

I recommend you ask for clarification from your target universities. Obviously next year will be the first year group who will apply with the reformed A levels so it's not yet 100% clear what different universities have decided.
You could argue that the endorsement of practical skills is irrelevant if you are not pursuing a science degree. However you could argue that you can't claim to have properly studied or have been completely tested in a science subject if you have not done any practical work. I expect most high ranked universities will require the practical component to be successfully completed even if you are not applying for a STEM degree.
