How come some people are saying that they will have another exam in November time or whatever and they will be able to resist the exam that they have done in June 2016??

No one will have the opportunity to resit any new spect AS exams until Spring/Sumer 2017, since it has become a linear course.

I remember there being something weird a few years ago regarding Welsh students or something like that, like the rest of the UK linearised exams and they didn't, so Welsh students on Welsh exam boards could take January exams... Not sure if I remembered this correctly or if it's still the case though...

Students taking international A levels are not limited to summer exams.
CIE offer them in November. Edexcel/Pearson provide them in January and for the first time in a long while they will offer some in October 2016.
