if i'm making an A4 flyer in photoshop, does the amount of bleed around the outside depend on the printer's certain requirements? or is there a standard amount?

i.e. should i just add 10mm or so to the 297 and 210mm dimensions?

Theres no standard really. You don't have to add 10mm though, 5mm should be enough for even a rough cut of the paper.

Most printers say a bleed of 3mm but it varies by company so best to check with them before you send it out and check it's OK on the proof.
