    I have about 700 pounds to prepare to live in university halls, I obviously need to buy a lot of things eg. a laptop and clothes, so i was wondering is that enough?

    If you don't have a laptop and need one for your course fair enough. But what is wrong with you current clothes? Sounds like you want them not that you need them. Most important thing to get a grip of when you start budgeting and living independently is to start to tell the difference between wants and needs. Otherwise your budget is going to be all over the place and you'll end up living outside of your means.
