A friend of mine had a really bad time at A-level, they are, at least in my opinion, incredibly smart. Their results were ultimately:
    Physics - C
    Maths - D
    Chemistry - D

They have not applied to university this year, yet want to move on, they ultimately wish to study physics at university. Any advice?

Resist. Work hard. Get the grades he wants.

Or if that's not an option then take a gap year and apply for a foundation year somewhere, they should be able to get offers based on a good personal statement and additional experience.
The D in Maths may be an issue even for a foundation so it might be worth asking the university physics admissions tutors for what they think, so they can get a clearer steer to plan ahead

They're clearly not that smart if they didn't work hard...

Resit this year, get better grades.

A resit would be the obvious thing to do.
