I was reverse parking in the pouring rain and managed to completely tear off the back bumper so it is hanging off on one side. I enquired if anyone knew who the owner was, waiting half an hour and left a note (in a plastic bag because it was still raining) on the window wipers. Also phoned the police to let them know.

I feel so so guilty, there were kids seats in the car so obviously belongs to a family and don't think it'll be drivable until it's fixed. My insurance will cover it so not bothered about the money... blahhhh

At least you did everything right, left a note, informed police etc. There are a lot of people out there who would have just driven off. They will appreciate that you have accepted the responsibility.
